Open Judicial Data: analytical report

In October 2015, the Cabinet of Ministers of Ukraine issued Resolution № 835, by which it determined a list of datasets to be published in an open data format.

The first version of the Resolution 835 already contained datasets concerning activities of judicial bodies: the Cabinet obliged the State Judicial Administration to publish, in such a format, the Unified Registry of Court Judgements, which contains all judgments entered by Ukrainian courts since mid-2006. Later, it also obliged the High Qualification Commission of Judges of Ukraine and the High Council of Judges to publish specific datasets.

Have these judicial bodies complied? Are the published datasets of good quality, and are they full? How did the publication of datasets affect the legal ecosystem of Ukraine? What datasets of judicial bodies in the open data format are still missing, and how they could be utilised?

Read this report to find out the answers.
