70% of Ukrainians believe that civil society should participate in the selection of judges of the Constitutional Court

Almost 70% of Ukrainians think that representatives of civil society should participate in the selection of judges of the Constitutional Court, according to the results of a survey conducted by the Ilko Kucheriv Democratic Initiatives Foundation together with the Razumkov Center on September 16-22, 2022, commissioned by the DEJURE Foundation.

2025 respondents over the age of 18 were interviewed. The structure of the sample population corresponds to the demographic structure of the adult population of the territories covered by Ukrainian mobile operators as of the beginning of 2022 (by region, age, gender, and type of settlement). The theoretical sampling error is 2.3%.

Previously, the Foundation, together with other NGOs, called on the MPs to take into account the recommendations of the Venice Commission in the law on the procedure for appointing judges of the Constitutional Court, namely to make amendments to the draft law №. 7662 that would ensure the inclusion of two representatives of civil society in the Advisory Group of Experts. In our opinion, these representatives should be delegated by the Public Integrity Council (PIC). If at the time of the formation of the Advisory Group, the authorised composition of the Public Integrity Council is not formed, the right of delegation should be held by the meeting of the last composition of the Public Integrity Council.
