HCJ Re-Elects Hryhorii Usyk as Head for a Second Term

On February 20, the High Council of Justice (HCJ) re-elected Hryhorii Usyk as chair for a second term, extending his tenure for another two years. Fourteen HCJ members voted in favor of Usyk, while three abstained from supporting any candidate.

The head serving a second term must still work to make the institution more effective. Despite some progress, significant systemic issues remain within the HCJ. The council does not prioritize high-profile cases, continues to allow low-integrity judges to retire, and imposes lenient disciplinary sanctions on judges for serious violations.

Additionally, the HCJ recently refused to dismiss judge Nahorniuk, effectively rejecting the recommendation of the High Qualification Commission of Judges (HQCJ) — a move that breaks with past practice.

DEJURE Foundation hopes that Usyk will address these pressing issues, ensuring that the HCJ operates effectively, upholds the rule of law, and listens to the voice of civil society.
