Draft law 7033-д Restricts Access to Court Decisions
MPs have decided to limit citizens’ access to information. On March 19, the Legal Policy Committee recommended the revised draft law No. 7033-д, which proposes restricting access to certain court decisions.
Previously, DEJURE Foundation had already highlighted the risks posed by this draft law. Along with other NGOs, we urged MPs not to support it. Draft law No. 7033-д has been brought to the floor of the Verkhovna Rada for voting multiple times but has not been adopted. Additionally, as early as 2023, the National Agency on Corruption Prevention (NACP) identified corruption risks in 7033-д — flaws that could foster corruption and violate other provisions of Ukrainian law.
The text of this draft law was revised in a subcommittee, but its final version has not been made public. It remains unclear whether the Legal Policy Committee has addressed all public concerns and removed the harmful provisions. If not, this draft law poses a threat to the justice system, freedom of speech, and public access to information — especially during wartime and in the post-war period.
