On July 13. Verkhovna Rada supported the Presidential recommendations to the vetoed draft law № 3711-д on the launch of the HQCJ and granted international experts a casting vote in the selection of the HQCJ members.

The Legal Committee prepared the draft law 5068 on the reform of the HCJ for the second reading. It grants international experts a casting vote in the Ethics Council but some provisions may completely jeopardize the real judicial reform in Ukraine.

The draft law 3711-д was supported as a whole by 293 MPs. 255 MPs voted in favour of amendment № 453, which grants international experts a casting vote in the formation of the High Qualification Commission of Judges (HQCJ).
